Africa’s digital future can’t be an afterthought. This paper sets out a clear African position on the WSIS+20 Zero Draft – calling for digital rules that protect data sovereignty, uphold human rights, and power inclusive growth across the continent. The paper argues that the current draft risks locking Africa into old dependencies.

We propose practical, enforceable steps to put equity and sovereignty at the centre of global digital governance.

Core Proposals:

  • Equitable Data Governance (Para 94): Mandate data solidarity and fair value-sharing. Invest in African regional data centres and cloud to keep value—and security—on the continent.
  • Stop Internet Shutdowns (Para 88): A global moratorium on arbitrary disruptions, plus public reporting and technical support for continuous, open access.
  • Africa-Centric AI Ethics (Para 97): Embed frameworks rooted in African values and Agenda 2063 to prevent bias and deliver inclusive benefits.

Why it matters now:

  • Data Security & Rights: Stronger cooperation on cybersecurity with guardrails against surveillance and repression.
  • Sovereign Infrastructure: IXPs, fibre, and local clouds to cut costs, protect data, and boost reliability.
  • Innovation & Skills: Responsible adoption of emerging tech through capacity-building and PPPs aligned to sustainable development.
  • Entrepreneurship: Harmonised rules and local content to scale startups and digital finance for everyone.
  • Financing the Gap: Clear commitments from global partners to mobilise predictable, concessional funding for Africa’s digital infrastructure.

Africa must help write the rules—not just follow them. This is a roadmap to a sovereign, equitable, and innovative digital future.
